The Surplus

One of the things I consistently come across in eating and shopping places in hyderabad, is the surplus of employees. For managing one checkout counter, there will be 2-3-4 employees. In restaurants, there will be multiple people attending the table, usually more than 2. In parking lots, there will multiple people managing things. Petrol pumps are always manned one for collecting money per pump, one for filling petrol (like they used to). I was wondering why? May be this is a very simplistic reasoning and the economics is more complex, but my take is that the local economy is not producing enough well-paying jobs to absorb the surplus and the people looking for jobs have no easy avenues to enhance/aqcuire skills to compete for better paying jobs.
